A)WHY T L C IN BONGAIGAON DISTRICT:

The Bongaigaon district is in the South West part of Assam . It was created on 12th  October 1989 and was a part of east while Goalpara district. It is believed that the word Bongaigaon comes from the Boro word “ Bongaigami “ . The population mostly Koch Rajbongshi . Besides Boros , there are Ravas, Yogis, Garo. Caste Hindus and Muslims . Most of the people are dependent of agriculture for livelihood. There are few industries  two spanning Mill , one paper Mill. BRPL being one big industry in the district .

     According to 1991 Census the Literacy rate was 49.06% ( Male 58.67% Female 38.72% ) whereas in Assam at the time the Literacy rate was 52.89% (Male 61.87% Female 43.03% ) . This district is economically backward and communication is also very poor . On the other hand dropout rate is a major problem in primary education . To get rid of this deplorable condition it has been   decided to start Total Literacy Campaign in Bongaigaon district and thereby to bring about a total change in the literacy scenario of the district.

B)AIM AND OBJECTIVES OF BONGAIGAON TLC:

C)PRE PROJECT ACTIVITY OF BONGAIGAON DISTRICT:

As a pre-literacy activity in Bongaigaon district the Prochesta(SHG) programme has been introduced. It is the one and only innovative activity taken up in Assam as Pre-literacy activity. Through Prochesta programme we shall endeavourer for the over all development of women. Pre-literacy activities was started with effect from June'1999.

E)TLC ACHIEVEMENT:

 

F)RCH (IEC) ACTIVITIES:"Reproductive and Child Health Care" projects successfully launched with the grants received from Welfare Department Govt. of India. BZSS has been started IEC activities with effect from July/2000.

 According to the report of December /2005

  • No of Prochesta Group (S H G) =       1625

  • No of Total members =                   26320

  • Total money deposited Rs 9475200 in the district. All the Prochesta Group have opened their accounts in Nationalized Bank .

  • Central Loan provided to Prochesta 262 groups ( Total Amount=37,74,000)

G)TLC ACTIVITIES :

Bongaigaon Zilla Saksharata Samittee was set up on 25th March /99. It has been registered under society’s Registration Act. It’s registration No. 252/A/05 of 1999-2000 .

The project proposal of Total Literacy Campaign was approved on 15 th June /99 by NLM . Sri B.R.Samal ,IAS was the first president of Bongaigaon  Zilla Saksharata Samittee .Miss Sumitra Bora is the  Member Secretary . She is the first women Secretary of BZSS in Assam .

        For successful implementation of the Literacy Campaign it has four tier structure . The district literacy Committee has 17 Members . At present Deputy Commissioner Sri Mukesh Ch. Sahu, IAS is the president of BZSS and Ms Sumitra Bora is the Secretary of the Committee.

       The T L C  activities have been started with effect from. 4th Dec/99 .

The district level convention held on 4th Dec/99 at D.C’s Office complex, inaugurated  by Archana Verma ,IAS , ADC Bongaigaon .

District level Resource Person Training on Survey on 15th &16th  Dec/99.

Panchayat level Survey Training with effect from 26th to 31st Dec/99 .

Literacy Survey was conducted by BZSS in a day on 2nd Jan/ 2000. in the whole district.

District level Resource Person Training ( Teaching Learning Process Training )with effect from.22nd  to 25th Jan /2000.

Panchayat level Teaching Learning Process Training was started with effect from 25th to 31st March/2000.

Teaching Learning started with effect from. 18th Feb /2000.

Total = 99708 No (Male = 48500, Female = 53208)
SC=8812      ST= 9916   eenrolled in 1st Primer in the district .

For environment building for TLC a colorful Kalajatra Programme was conducted by BZSS in the whole district with effect from 4th May/2000

TLC Project Proposal was prepared by the Director, State Resource Centre, Assam. The Director, SRC, Assam rendering help in Training and material supplied. He also donated earth pencil to BZSS.
Achievement :

                TLC external evaluation has been done by the "Society for Socio Economic Studies and Services, Vidannagar, Kolkata 70.16% of man and women attained NLMs Norms.

  • Give Certificate to V I.

  • Issue Identity Card for TLC worker.

  • Regular supervised and monitor the learning Centre .

  • Chalk out the best learners and praise them .

  • Encourage  the learners to PLP Project .
